Veterans Avenue Sidewalk Improvements Project Update
Copperas Cove, Texas – The City of Copperas Cove Veterans Avenue Sidewalk Improvements Project includes reconstruction of sidewalks along the north side of Veterans Avenue from S. 5th Street to S. 31st Street. The construction includes 5’ sidewalks, curb and gutter, ADA-accessible ramps, and surface replacement for improved pedestrian safety. Funding for this project was initially identified and placed in the 2010-2014 Capital Improvement Plan.
The original contract was awarded to Cald & A Consulting Co., LLC by City Council on July 19, 2022. Unfortunately, during the course of construction concerns about the progression and quality of work rapidly developed until they eventually resulted in the City’s issuance of a Notice of Abandonment to the contractor on April 20, 2023. This was followed by a Notice of Default and Termination that was formally effective on May 14, 2023.
City staff worked with Merchants National Bonding, Inc. (Surety) under the original contract’s Performance Bond to secure funds for project completion. The completion contract was awarded to JKB Construction Company, LLC by City Council on August 7, 2023 in the amount of $547,022.15. Construction has since begun and substantial completion of the project is expected by mid-January 2024.
The project will be completed in a manner as to allow minimal interruption to traffic flow. Should a temporary street closure become necessary, proper notice will be provided. All motorists and pedestrians are encouraged to follow posted construction signs for the safety of themselves and work crews.
